为平衡出版商、图书馆与研究人员等各方的利益,业界提出开放出版转换推动传统出版顺利向开放获取过渡,开放出版转换模式不仅促进科学知识高度流动和共享,还规避了出版商收取多重费用的风险,节约支出成本。近年来,我国有部分图书馆进行了开放出版转换的尝试,与出版商达成了合作。然而,我国图书馆在开放出版转换工作方面较少参考研究人员需求,其决策机制和工作举措有待完善。 本文聚焦开放出版转换模式下我国研究人员期刊发文影响因素,结合用户行为理论和感知价值理论构建半结构化访谈提纲,面向来自不同研究机构的19位研究人员进行线上、线下访谈,收集整理访谈数据,采用程序化扎根理论作为主要研究方法,通过开放式编码、主轴编码和选择性编码识别我国研究人员在开放出版转换期刊发文的影响因素。研究得出投稿流程复杂程度、转换政策、其他服务费用、审稿效率等28个具体影响因素,归纳出审稿流程、期刊投稿要求、平台技术服务等13个主要因素,付出成本、主观因素、社会因素、期刊评价等5个核心因素,同时通过理论饱和度检验确保编码结果的可靠性。 基于研究结果,本文发现开放出版转换期刊的服务质量成为研究人员发文考量的重要因素,审稿流程的规范性与效率、投稿要求的明确性与透明度、平台技术的便捷性与稳定性,以及整个投稿流程中的服务体验影响着研究人员对期刊的选择;开放出版转换的模式极大提升了研究人员的发文意愿,文章处理费用的减免降低了研究人员发文的成本;研究人员的主观意愿也影响其对开放出版转换期刊的选择,其投稿行为与其个人投稿目标密切相关;研究人员在开放出版转换期刊的发文选择上也呈现出不同的个人偏好,受其研究领域、学术背景、职业发展阶段、个人研究目标等方面的影响,具有较为鲜明的个体性。为提升研究人员向开放出版转换期刊投稿意愿,推动图书馆开放出版转换工作进程,本文结合上述影响,面向我国研究机构图书馆和其他有关部门提出了开放出版转换工作优化建议。对于图书馆,可加强对国内外机构开放出版转换动态的监测、完善开放出版转换协议费用测算机制,构建开放出版转换期刊评价体系,建立开放出版转换期刊白名单,加强开放出版转换政策宣传与培训,定期开展开放出版转换期刊用户需求评估以及呼吁研究人员参与审稿等,旨在鼓励研究机构图书馆更好地理解研究人员的需求,做出更为科学的开放出版转换决策。对于其他有关部门,可推动以文献资源建设为中心的学术联盟建设,提升我国研究机构图书馆等文献资源建设机构的整体议价能力,敦促学术期刊出版合理定价,促进出版行业优化服务水平,呼吁我国研究人员参与审稿,提升我国科研话语权。 本文立足研究人员视角探讨了开放出版转换模式下期刊发文的影响因素,对全部影响因素进行归纳分类,探讨各个因素对我国研究人员发文的具体影响和作用机制,提供基于研究人员需求的参考维度,助力我国研究机构图书馆等优化开放出版转换决策和服务工作举措。 |

To balance the interests of publishers, libraries, researchers and other parties, the industry has proposed the open publishing transformation to facilitate the smooth transition from traditional publishing to open access. The open publishing transformation not only promotes the high flow and sharing of scientific knowledge, but also avoids the risk of publishers charging multiple fees and saves expenditure costs. In recent years, some libraries in China have made attempts to convert to open publishing and reached cooperation with publishers. However, libraries in China refer less to the demands of researchers in the work of open publishing transformation, and their decision-making mechanisms and working measures need to be improved. This paper focuses on the influencing factors of journal publications by Chinese researchers under the open publishing transformation model. It combines the user behavior theory and the perceived value theory to construct a semi-structured interview outline, which conducts online and offline interviews with 19 researchers from different research institutions, collects and organizes the interview data, and adopts the programmed grounded theory as the main research method. The influencing factors of Chinese researchers' publication in open-access transformation journals were identified through open coding, principal axis coding and selective coding. The research identified 28 specific influencing factors such as the complexity of the submission process, transformation policies, other service fees, and review efficiency, and also summarized 13 main factors including the review process, journal submission requirements, and platform technical services, as well as 5 core factors including cost input, subjective factors, social factors, and journal evaluation. Meanwhile, the reliability of the coding results was ensured through theoretical saturation tests. Based on the research results, this paper finds that the service quality of open publication transformation journals has become an important factor for researchers to consider when publishing papers. The standardization and efficiency of the review process, the clarity and transparency of submission requirements, the convenience and stability of platform technology, as well as the service experience throughout the submission process, affect researchers' choice of transformation journals. The model has greatly enhanced researchers' willingness to publish articles, and the reduction or exemption of article processing fees has reduced the cost of researchers' publication. The subjective will of researchers also affects their choice of open-publish transformation journals, and their submission behavior is closely related to their personal submission goals. Researchers also show different personal preferences in the selection of articles published in open-access transformation journals, which are influenced by aspects such as research fields, academic backgrounds, career development stages, and personal research goals, and have a relatively distinct individuality. To enhance researchers' willingness to submit to open publication conversion journals and promote the process of open publication conversion in libraries, this paper, in combination with the above influences, puts forward optimization suggestions for open publication conversion work to libraries of research institutions and other relevant departments in China. For libraries, it is possible to strengthen the monitoring of the dynamics of open publishing transformation of domestic and foreign institutions, improve the cost calculation mechanism of open publishing transformation agreements, establish an evaluation system for open publishing transformation journals, set up a white list of transformation journals, enhance the publicity and training of open publishing transformation policies, regularly conduct user demand evaluations of open publishing transformation journals, and call on researchers to participate in the review process, etc. It aims to encourage research institution libraries to better understand the needs of researchers and make more scientific decisions on open publishing transformation. For other relevant departments, they can be made to promote the establishment of academic alliances centered on the construction of literature resources, enhance the overall bargaining power of literature resource construction institutions such as libraries of research institutions in China, urge the reasonable pricing of academic journal publications, promote the optimization of service levels in the publishing industry, call on Chinese researchers to participate in the review of manuscripts, and enhance China's discourse power in scientific research. This paper explores the influencing factors of journal publication under the open publishing transformation model from the researchers’ perspective, summarizes and classifies all the influencing factors, discusses the specific impact and mechanism of each factor on the publication of Chinese researchers, provides a reference dimension based on the needs of researchers, and helps Chinese research institutions, libraries, etc. optimize the decision-making and service measures for open publishing transformation. |
