基于信息通信技术的发展、社会的需求以及国家政策的支持，电子医疗卫生应运而生。电子医疗卫生是一个涵盖性术语，用来描述应用信息通信技术的医疗卫生，它包含了应用互联网和信息通信技术的广泛医疗卫生服务，包括电子医疗记录、互联网医疗卫生信息服务、远程医疗等，而云计算、物联网、移动互联网、大数据等新技术的快速发展，为电子医疗卫生的进一步发展提供了条件，必将推动医疗卫生服务模式和管理模式的深刻转变。

虽然这些技术带来诸多益处，但是它们也引发了重要的伦理问题。本文主要从伦理学视角分析和讨论质量和安全性、隐私保护以及分配公正这三个问题。并对国际、国内关于电子医疗卫生的相关法律法规和管理规定进行梳理，在结合本国实际的基础上提出一些初步的伦理管理建议。

As the development of information and communication technology, the needs of society and the support of national policy, e-health emerged. E-health is an umbrella term used to describe the use of information and communication technology in health, which includes broad health services delivered by internet and related technologies, such as electronic health record, online health information, telemedicine and so on. The rapid development of cloud computing, the internet of things, mobile internet, big data and other information technologies pave way for the further development of e-health, which will promote the transformation of health service model profoundly.

While e-health brings many benefits, it also raises important ethical issues. This thesis focused on ethical issues of quality and safety, privacy protection and distribution justice, and then put up with some policy recommendations based on national laws and regulations.
